请问UC 的一般学校是外州学生更容易进， 还是加州本州的学生更容易进？

University of California 的一般学校 （UC Irving, UC Riverside， UC Santa Barbara)等。 

UC Berkeley和UCLA是什么情况呢？外州和本周哪个更容易进
